Welcome to the Cochise College Veterans Affairs Office. We will be glad to assist you in filing for your veterans educational benefits. This list has been prepared for your convenience so you may keep track of your progress.
Receiving veteran's benefits will not hold a student into classes. You must pay for your classes the day you enroll, or you will be dropped for non-payment.
To receive veteran’s benefits, you must apply with the Department of Veterans Affairs (DVA). The preferred method is online, or paper applications are available at the Veteran’s Affairs Office. For online applications, please go the following:
- Go to Veterans Online Applications - VONAPP.
- You must register and complete the correct form.
If you were on active duty or a reservist please complete the VA Form 22-1990.
If you are a dependent child or spouse of a 100 percent disabled veteran, please use 22-5490 (You must have the veteran’s VA claim number or SSN).
- After completing and submitting the form, please print out and sign the last page, the signature page. If you are active duty, or terminal leave, then the signature page must have an education specialist/commander signature.
Please forward the signature page along with the following paperwork to the Cochise College Veterans Affairs Office:
Chapter 30: If you paid the $600 for the MGIB buy-up, proof of payment is required by the DVA, along with the Cochise College Semester Benefit Request.
Chapter 1606: A copy of DD-2384-1, Notice of Basic Eligibility (NOBE) from your orderly room and the Cochise College Semester Benefit request.
Chapter 1607: A copy of your DD-214 showing eligibility or REAP eligibility paperwork from your orderly room and the Cochise College Semester Benefit Request.
- Semester Benefit Request: You must turn in a Cochise College Semester Benefit Request each semester you want to receive VA educational benefits at Cochise College. You may complete this form on your computer using Adobe Acrobat Reader. You will not be able to save this file to your computer! Complete the form and then print it, sign it, and return it to the Veterans Affairs Office. You can deliver the form in person, by fax, or by mail. Our mailing address and fax number are at the bottom of the page.
- Prior Training Requirement: Before the third request for benefits, except Chapter 31, students must have all prior training/education, both military and civilian, evaluated by Cochise College. Without doing this Cochise College will not forward certification of enrollment to the VA. Once evaluated, students must turn in a degree plan based on prior training or education.
Prior credit is defined by the Department of Veterans Affairs (DVA) as:
The amount of credit allowed for previous education, training and experience; including military training and experience. Both the law and the regulations require schools to grant appropriate credit for prior training and experience. The current procedure provides for termination of benefits if the school does not furnish an evaluation of prior credit within two terms (38 U.S.C. 3675(b)(2) and 3676(c)(4), and §21.4253(d)(3) and 21.4254(c)(4)).
It is your responsibility to request official transcripts from all colleges previously attended.

Changes Report any changes, such as adding classes, dropping classes, changes of your academic major, address changes, and course substitutions to the Veterans Affairs Office. This information is relevant and could affect your VA educational benefits entitlements. Reporting Non-Punitive Grades Non-punitive grades are “W”, ID (Instructor Drop), RD (Roster Drop). Cochise College reports these grades to the DVA when found. Any of these grades could result in a student going into an overpayment with the DVA. Cochise College checks grades for all veterans at the end of each semester and term.
Repeating Classes If you have received a grade of "F" or "D," then you may repeat a class once and receive benefits for that one class.
Changing Education/Degree Plan Once a person receiving veterans benefits starts a degree plan, he/she cannot change degrees without proper paperwork. The correct paperwork is the VA Form 22-1995 or 22-5495, for Chapter 35 students. You can complete this form at the VONAPP site, using the same procedures as above. The Veterans Affairs Office cannot certify enrollment for a class that does not fit on your educational plan.
Continuing Benefits It is your responsibility to request that Cochise College Veterans Affairs Office certify your enrollment to the Department of Veterans Affairs each semester that you want to receive benefits. If you do not turn in a Semester Benefit Request, then no enrollment information is sent to the DAV. The Department of Veterans Affairs must receive a certification of your enrollment from our office before you receive education benefits.
Online Students Online students complete their application the same way as traditional students. Online students can mail or fax their applications to the address at the bottom of this page.
