Cochise College President Search
After a comprehensive worldwide search, over 70 applications were received for the new president and CEO position. The college contracted with the Association of Community College Trustees organization to conduct the six-month-long search. Then, a 16-member presidential search committee comprised of county community members and college faculty and staff narrowed the applicant list to eight semi-finalists. The search committee interviewed the semi-finalists and selected the top three candidates. Two candidates withdrew from the search due to personal and professional considerations.
Cochise College Names Dr. James Perey as the Next President
James Perey, EdD, has been selected to serve as the 12th president of Cochise College, effective February 2025.
“James brings a wealth of experience that aligns with the college’s mission to serve students and the community. He understands and knows our college, the communities and its leaders best,” said Governing Board Chair Tim Quinn, a retired Army Colonel. “His optimism, visionary leadership, and genuine care for the college’s staff, students and their families form a strong foundation from which he will fulfill his duties and responsibilities as the next Cochise College President.”

The five-member governing board interviewed Dr. Perey and considered public feedback during their final deliberations. At the December 17 public meeting, the Governing Board unanimously and wholeheartedly endorsed Dr. Perey as the next Cochise College President.
Dr. Perey currently serves as the college’s executive vice president for academics. He is an experienced educator with over 27 years of leadership and teaching experience across K-12 and higher education. In addition to his professional accomplishments, Dr. Perey is dedicated to service and community engagement. An Arizona native and U.S. Army veteran, Dr. Perey received his doctoral degree in organizational leadership from Grand Canyon University, a master’s degree in educational leadership from Northern Arizona University, and a bachelor’s degree in agricultural education from the University of Arizona.
J.D. Rottweiler, PhD, the current president and CEO of the college, will remain in his role through February 15, 2025, and continue as a special assistant through his retirement date in early March 2025 to ensure a seamless transition.

In 2016, the college received a ten-year reaccreditation from the Higher Learning Commission (HLC) with a year four assurance review related to program review and assessment of student learning, completed in 2020. Preparations are underway for the following comprehensive accreditation visit by the HLC, scheduled for February 2026. The college also holds Federal Aviation Administration certification for its professional pilot program and Arizona Department of Health Services/Emergency Medical Services certification for its paramedicine and emergency medical technology programs. The nursing program is accredited by the National League for Nursing Accrediting Commission and approved by the Arizona State Board of Nursing.
In FY 2022-2023, the college served over 9,400 students, including over 4000 restricted military occupational specialty students. The full-time equivalent was 5935, with approximately 3288 course sections of for-credit courses covering a wide range of transfer, developmental, and occupational subjects.
Represented in the total enrollment and section numbers above are approximately 465 dual-enrolled high school students enrolled in 87 sections of college-level courses that were offered by Cochise College in conjunction with six county high schools.
The college’s Center for Lifelong Learning served over 3100 non-credit seeking students, and adult education served 296 High School Equivalency (HSE) students and 271 English for Speakers of Other Languages (ESOL) students.
The college was named one of the top 150 community colleges in the nation by the Aspen Institute, a distinction it also received in 2011 and 2017, and the National Security Agency (NS) validated the college’s cybersecurity program National Security Agency (NS) as a National Center of Academic Excellence (CAE). The college has been recognized numerous times as a top-ranked community college in Arizona for its nursing and business programs.
The College is a designated Hispanic-Serving Institution with over 45 percent of students of Hispanic/Latino heritage.
The College
Cochise College is a public community college located in rural southeastern Arizona with an annual operating budget of approximately 55 million dollars. The college consists of two primary campuses in Douglas and Sierra Vista and four centers in Benson, Willcox, Fort Huachuca, and the Downtown Center in Sierra Visa. Residence halls and inter-collegiate athletic programs are located on the Douglas Campus. The college is building a residence hall on the Sierra Vista Campus, scheduled to open in January 2025.

The Community
Cochise County is located in the southeast corner of Arizona bordering New Mexico and the Republic of Mexico. It encompasses 6200 square miles. The 2023 estimated population of the county was 127,305 of which approximately 49,050 individuals lived in unincorporated areas of the county. Bisbee is the designated county seat. Sierra Vista, the largest municipality in the county, is located 75 miles southeast of Tucson. Other towns and cities include Benson, Douglas, Tombstone, and Willcox. The county is in the high desert, contains the Chiricahua and Huachuca mountain ranges, and is home to historic Fort Huachuca, a U.S. Army military intelligence training center and a Department of Defense electronic testing ground. The county’s temperate climate, open spaces, and proximity to the international border with Mexico make it one of the most culturally, historically and geographically diverse areas in the American Southwest.
