Step-by-Step Guide to Qualify for In-State Tuition
1. Initial Status
- All students are admitted as out-of-state and charged out-of-state tuition by default.
 
2. Requirements to Qualify
To be reclassified as in-state, students must submit documentation proving:
- Lawful presence in the U.S. (PROP 300) AND
 - Arizona residency (ARS 15-1802)
 - OR qualifying military status
 
All documentation must be submitted before the start of the term.
How to Submit Documents
You can submit your documents in one of three ways:

Prop 300 - Proof of Lawful Presence
Submit one of the following (must be current):
- Arizona driver’s license (issued after 1996)
 - U.S. birth certificate (not hospital records)
 - U.S. passport or certificate of birth abroad
 - Foreign passport with U.S. visa
 - I-94 form with photo
 - USCIS employment authorization or refugee travel document
 - Permanent Resident Card
 - Certificate of naturalization or citizenship
 - Tribal certificate of Indian blood or BIA affidavit of birth
 
Arizona Residency (ARS 15-1802)
In addition to PROP 300 documentation and a colored government-issued photo ID, you must meet one of the following:
- Lived in Arizona for one full calendar year
 - Active-duty military or dependent stationed in Arizona
 - Homeland Security member or dependent stationed in Arizona
 - Transferred to Arizona by employer
 - Legal dependent of an Arizona resident
 - Full-time AZ school district employee (teacher or aide)
 - Member of an American Indian tribe with reservation in Arizona
 - Honorably discharged veteran with DD-214 and one of the below:
 - Registered to vote in AZ
 - Unexpired AZ driver’s license
 - Current employment in AZ
 - Major banking services in AZ
 - Permanent address change to AZ on official records
 
Reduced Tuition for Active-Duty Military
Eligible regardless of location if you provide:
- PROP 300 documentation
 - Colored government-issued photo ID
 - Official orders verifying active-duty status
